In Bratislava, check the rules for the actual street first: PAAS zones have different paid hours and permit boundaries. Signs at the parking space and the official zone map take priority over general advice about a district.
PAAS and parking payments
Green information boards show the four-digit payment section code; blue boards identify resident spaces. Check which permit is required at your location. A ticket is tied to the vehicle plate, section and time: paying for a neighbouring street with a different code does not cover your space.
Pay through a supported app, parking meter, sales point or SMS. Standard PAAS hourly rates are A: €2, B: €1.50, C: €1 and D: €0.50. SMS rates are higher: €2.40 / €1.80 / €1.20 / €0.60 respectively; parking permit entitlements cannot be used through SMS. Check paid hours and any discounts on the signs and map.
Resident parking
Can a foreign national renting a flat obtain a permit?
Yes. Renting a flat does not itself prevent you from obtaining an RPK resident permit. You need qualifying registered residence in the actual flat in the relevant zone, the owner's consent to the permit and a recognised connection to the vehicle. A tenancy agreement alone does not establish eligibility.
An important distinction: under section 3(4) of municipal VZN 3/2025, the PAAS definition of trvalý pobyt includes a foreign national's residence under Act 404/2011. Permanent immigration residence is therefore not essential: prechodný pobyt can also qualify if the other conditions are met. This differs from temporary address registration for Slovak citizens. With temporary protection, an unusual document or an address missing from the register, ask PAAS to assess your document and address individually before paying.
Step 1. Check your address and speak to the owner
Find the building on the PAAS map and identify its zone. Match your official residence address to the rented flat, including the flat number where required. If the register still shows your previous address after moving, update your residence details first. Ask the owner for the separate Súhlas vlastníka bytu s vydaním parkovacej karty consent: accommodation consent for immigration purposes does not automatically replace parking consent.
Step 2. Obtain the owner's consent
An individual owner can normally grant consent through their own ParkDots account. Alternatives are signing the official form in person at a PAAS customer centre, using a paper form with an officially certified signature, or following PAAS instructions for an electronic form signed with KEP. Owners that are companies or sole traders cannot grant consent through ParkDots; use the prescribed form. Forms and instructions are available on the PAAS documents page.
Step 3. Prepare your personal and vehicle documents
For manual verification, prepare your passport, residence document and address evidence, tenancy agreement, owner's consent and vehicle registration certificate. The additional documents required depend on what the system can verify automatically. Eligible vehicle relationships include being the registered keeper or their spouse, a vehicle registered to your sole trade, an employer's vehicle authorised for private use, and qualifying paid vehicle hire agreements. Simply borrowing a friend's car is not a recognised vehicle relationship.
Foreign plates are not themselves a barrier: the municipal rules provide for verification using a copy of the foreign vehicle registration certificate. For a company car, add the agreement or employer confirmation authorising private use; for a spouse's car, provide marriage evidence if requested. A parking permit does not replace separate vehicle registration, insurance or inspection obligations.
Step 4. Apply and wait for activation
On the PAAS website, select Získať kartu and register with ParkDots using your email, password and email confirmation. Choose rezidentská parkovacia karta and enter your personal details, flat and vehicle plate. Supply the requested documents. If your foreign document, rodné číslo or address cannot be verified automatically, visit a customer centre with the originals rather than inventing information. After approval, follow the payment instructions and check the permit's start date. A pending application does not authorise free parking.
Prices and limitations
Annual RPK prices are €39 for the first permit per flat, €150 for the second and €500 for the third, with a maximum of three permits per flat. Ask the owner which permits already exist at the address: pricing is based on the flat, not whether this is your own first car. The permit covers its designated PAAS area and does not reserve a space. Microzones require a separate RPK-X. Moving, withdrawal of the owner's consent or loss of the vehicle relationship ends eligibility; report changes promptly and within 15 days.
Example for a tenant with temporary residence
You are a Ukrainian citizen with prechodný pobyt, rent a flat in a PAAS zone, have registered residence at that address and use your own car. The practical route is: check the address and zone → obtain the owner's parking consent → document your vehicle relationship → apply → pass verification → pay and check activation. You do not need permanent immigration residence solely for PAAS. If your registered address is elsewhere or the owner refuses parking consent, a tenancy agreement alone will not resolve this.
If you cannot obtain a resident permit
Compare hourly payment, renting a private space or garage, and suitable P+R facilities. A PAAS abonent permit is not available to every tenant on request: it has separate eligibility requirements, such as owning property in the zone or a qualifying business connection to the zone and vehicle. Visitor and bonus permits require separate applications; “10 hours per year in any zone” is not a resident permit benefit.
