Extended rodičovský príspevok supports a family whose child is entitled to pre-primary admission but cannot obtain a state kindergarten place because capacity is exhausted. In 2026, any refusal letter is not enough to automatically continue an existing payment. Complete the placement procedure and establish eligibility separately with ÚPSVaR.
Who this procedure covers
For 2026/2027, children who turned three by 31 August 2026 have admission entitlement. The allowance procedure considers refusal by the state kindergarten serving the child’s permanent address and the family’s subsequent actions. This entitlement can run up to age six, but ends no later than the start of the school year in which compulsory pre-primary education begins. It is not a universal payment for all children aged three to six.
The normal allowance up to age three and an extension for a long-term adverse health condition use different grounds. Foreign families must also meet residence and general eligibility conditions under Act 571/2009. Temporary protection is not a temporary residence permit and should not be treated as an independent guarantee of this allowance.
After refusal: application, appeal and alternative placement
For 2026/2027, the initial application window was 1–31 May 2026 at the state kindergarten serving the child’s permanent address. Refusal must identify the capacity issue. The legal representative then appeals through the kindergarten within 15 days of receiving the refusal. Keep the decision and evidence that the appeal was submitted; both are needed for the allowance claim.
If the refusal stands, the operator seeks a place at another kindergarten it runs; a fresh application is normally unnecessary for that placement. If none is available, the municipality identifies a kindergarten under another operator by 10 July if it can find one. Apply to that kindergarten by 20 July. If no suitable capacity is found, obtain the municipality’s written confirmation. These July 2026 deadlines have passed; they describe the completed procedure rather than a currently open intake.
Documents for the ÚPSVaR application
Gather the catchment state kindergarten’s capacity refusal, your appeal, the municipality’s notice identifying another kindergarten, and that kindergarten’s refusal if one was proposed. If the municipality found no available place, include its decision or notification. The exact package depends on the placement outcome. Submit the current application form to the office responsible for your permanent residence and ask it to check completeness.
If you only have a verbal refusal in October or did not appeal, do not assume entitlement is established. Contact ÚPSVaR and the municipality with a dated record of your applications and request guidance on the next steps. Do not backdate documents. Assessment of your actual case matters more than an example from the old 2023 article.
Amounts and when payment ends
From 1 January 2026, the basic monthly rodičovský príspevok is €364.80. The higher amount is €500.10 where the claimant previously received materské or an equivalent benefit from another EU country for this child and meets the higher-rate conditions. These are eligibility categories, not options the claimant can freely choose. A family with several children generally has one parental allowance entitlement.
Admission to a state kindergarten ends entitlement based on lack of a place. Report relevant changes within eight days, subject to statutory exceptions. Attendance at a private or church kindergarten does not itself rule out the allowance if the entire state-placement procedure was completed. Compulsory pre-primary education also limits the payment period; eligibility must be established again for the next school year.
Employment and other benefits
Employment does not itself exclude parental allowance where proper care is provided. Combining it with materské, foreign benefits or a childcare allowance has separate conditions. The old unconditional yes/no table is unreliable: the amount of materské and the exception for a father’s early post-birth benefit can change the result. Disclose all family benefits and request a case-specific calculation.
